Those high scores are for the racers game that hasn't been released yet (only beta testers can play it)

You became a beta tester if you got a message from Pedalman Wheelie asking you to beta test. Only people rank 3 and above got the message, and nobody who didn't get the message can play until it is officially released.
Speaking of which, it was planned to release this week (so today), but I think they might be experiencing setbacks. Anyway, it should be released soon.
