Some people just buy that much and they have a new minifig, it's just some advertising they want to make. It would be easy to buy a set from the price you need for a birthday and then they could give that as an extra. ;)

I guess if you were planning to buy a set then I guess it is an added bonus. But going out to buy a set just to get the minifig is a bit extreme.
